Resumen
Argentina needs to boost productivity growth to follow a more dynamic development path. A key factor in this is encouraging innovation and entrepreneurship. Using a newly available dataset, this paper first reviews and evaluates government programs that provide grants, tax incentives, and concessional loans for innovation and R&D projects, primarily targeting existing firms. It then examines public funding for universities and research institutions. These grants and budget allocations can influence private-sector innovation and productivity through spillover effects, such as technology transfer and public-private partnerships that promote the development of science-based companies. While the first type of policies has positively affected firm-level innovation, employment, and sales, their impact could be improved by supporting privately managed incubators, accelerators, and venture capital organizations. In the biotechnology sector, we see how these actors have recently played a key role in collaborating with public research institutions and in advancing science-based startups aimed at regional and global markets.
