Applying the concept of large technical systems (LTS), our study systemically examines the uncertainties intrinsic to the hydrogen economy and how policies consider them and react to these. Specifically, we refer to uncertainties leading to the emergence of “reverse salients”– backlogs or blind spots constraining the overall system’s development. The conceptual framework is empirically applied to the hydrogen market rollout in Argentina and Uruguay, evaluating current challenges (and potential reverse salients), as communicated in stakeholder interviews, along: (1) the different dimensions of uncertainty, and (2) their location in the LTS. Consequently, we derive an “uncertaintyscape”, illustrating not only the primary uncertainties manifesting across the hydrogen value chain in these countries, but also how they are interconnected and potentially reinforce each other. This will allow us to propose concrete policy measures for “systemic risk governance”, addressing not only the questions of agency but also the timing and sequencing of policies.
